Victor Manalo, Ph.D., MSW


Dr. Victor Manalo is the President of the National Association of Social Workers, California Chapter (NASW-CA) Chapter Board of Directors. He is a retired university professor, former Mayor and city councilman, and local government consultant. He earned a Ph.D. in Social Work from the University of Southern California and a Master’s Degree in Social Work from California State University, Long Beach.

Dr. Manalo served on the Artesia City Council for nearly 12 years, and he continues his work with the city as the Chair of the Planning Commission. He continues to teach macro social work practice courses at California State University, Los Angeles, advises local governments on public outreach on a variety of issues from redistricting to pedestrian safety to housing, and serves on the board of directors of a local nonprofit.
